
Garland R. Hayward, Sr., was first elected to the Commission in 1989, and has served consecutive two-year terms in office. With 20 years experience as an educator, Garland is president of the Delmar Educational Association and was Delmar's 1998-99 Teacher of the Year.
A graduate of the University of Maryland Eastern Shore, Garland is enrolled there in the Masters Program in agriculture extension education. Garland, his wife Mildred, and their family reside in Princess Anne. Always active in community affairs, in 1994, Garland received the Governor's Award for Community Achievement.
